POPLA (Parking on Private Land Appeals) is the independent appeals service for charges issued by British Parking Association (BPA) members. For International Parking Community (IPC) members, the equivalent is the Independent Appeals Service (IAS).
Who needs it & when
Anyone challenging a private parking charge after the operator rejects their initial appeal and issues a POPLA verification/reference code.
Deadlines & key rules
- Appeal to the operator first (usually within 28 days).
- If rejected, you’ll get a POPLA code — appeal to POPLA within the stated window (commonly 33 days).
- Common grounds: inadequate/unclear signage, no contract, no standing, grace period, the charge isn’t a genuine pre-estimate/disproportionate, or you weren’t the driver.
